DHS Warns Democrats Shutdown Threatens Disaster Aid, Security

The Department of Homeland Security has put emergency measures in place as a partial government shutdown forces it to conserve funds and personnel, hitting TSA, FEMA and CBP with immediate operational limits. Secretary Kristi Noem publicly blamed congressional Democrats for the shutdown and said the moves are meant to protect public safety while resources are constrained. The steps include pausing some nonessential responses, ending courtesy escorts, and reprioritizing disaster aid during a time when a winter storm is looming.

Officials say these changes are designed to shield core missions while budgets are frozen, not to abandon public safety. DHS is prioritizing life-saving and security tasks and trimming anything that does not address an imminent threat. That means routine conveniences and some programs will be scaled back until funding is restored.

“This is the third time that Democrat politicians have shut down this department during the 119th Congress,” Noem said in a statement included in the release. “Shutdowns have real world consequences, not just for the men and women of DHS and their families who go without a paycheck, but it endangers our national security. The American people depend on this department every day, and we are making tough but necessary workforce and resource decisions to mitigate the damage inflicted by these politicians.”

Noem also made clear how those decisions translate on the ground: “TSA and CBP are prioritizing the general traveling population at our airports and ports of entry and suspending courtesy and special privilege escorts,” Noem continued. “FEMA will halt all non-disaster related response to prioritize disasters. This is particularly important, given this weekend another significant winter storm is forecast to impact the Mid-Atlantic and northeast United States.”

Democrats have pressed for new restrictions on ICE after two officer-involved shootings in January, which happened during Operation Metro Surge, a deployment aimed at addressing fraud and public-safety complaints in Minnesota. Lawmakers calling for policy changes cite those incidents as reasons to rein in enforcement. Republicans counter that operational limits caused by a shutdown are a separate, preventable harm inflicted by political theater.

FEMA’s scaling back is narrow but real: public assistance will be limited to “new or recent disasters requiring immediate emergency action to protect lives or prevent catastrophic damage.” Other assistance that does not address an imminent threat will be paused, leaving some communities with delayed support during a period of heightened weather risk. Agency leaders warn that those holdbacks affect planning, logistics and local partners who expect federal help during emergencies.

TSA announced it will end courtesy escorts, including privileges extended to members of Congress, while pledging to preserve security standards. CBP is pausing Global Entry processing and suspending port courtesies for elected officials for the duration of the shutdown. The practical outcome is fewer perks and slower service for some travelers, and morale problems for staff who are on duty without pay protections.

This political theater is only making it hard on them and their families. If you see a TSA officer today, thank them!”
