Newsom Launches Bold Initiative to Clear Homeless Encampments Across California: ‘No More Excuses’

California Governor Gavin Newsom has unveiled an ambitious multibillion-dollar plan to address the homeless crisis plaguing the state. The plan calls for cities and counties to take “immediate action” to manage dangerous and unhealthy encampments. Newsom emphasized the urgency of the situation, stating, “There’s nothing compassionate about letting people die on the streets.”

Local leaders have been asking for resources, and Newsom claims to have delivered the largest state investment in history. Alongside this financial aid, the courts have provided legal clarity to support local governments. Newsom insists that the time for inaction is over, declaring, “There are no more excuses.”

The plan is partially supported by $3.3 billion in new Proposition 1 funding. Newsom’s office is urging all local governments to implement policies without delay. This initiative builds on the authority granted by the U.S. Supreme Court to address encampments.

From July 2021 to May 2025, Newsom’s approach cleared over 16,000 encampments and removed more than 311,873 cubic yards of debris. The governor believes this demonstrates the policy’s effectiveness and scalability. He argues it provides a viable framework for addressing encampments with urgency and dignity.

Monday’s announcement also includes the release of $3.3 billion in voter-approved Proposition 1 funding. These funds aim to expand housing and treatment options for California’s most seriously ill and homeless individuals. The model ordinance is not one-size-fits-all; it allows for local tailoring to suit different priorities.

The guidance does not specify criminal penalties, leaving enforcement up to individual cities. Local policies should ensure that no person faces criminal punishment for sleeping outside if they have nowhere else to go. Prioritizing shelter and services is a key principle, with respect for people experiencing homelessness emphasized.

The Supreme Court’s decision in Grants Pass v. Johnson in 2024 supports this approach. It found laws restricting sleeping in public areas do not violate constitutional protections against “cruel and unusual punishment.” Newsom had encouraged the Court to address this issue, highlighting the obstacles previous decisions created.

Newsom’s office also announced $3.3 billion in grants to create 5,000 residential treatment beds and 21,800 outpatient treatment slots. Voters demanded swift action on the behavioral health crisis, and Newsom claims this is a substantial step forward. These facilities aim to provide crisis stabilization, inpatient services, and long-term treatment.

When fully realized, Proposition 1 bonds are expected to create 6,800 residential treatment beds and 26,700 outpatient slots. These efforts will complement other major behavioral health initiatives in California. Kim Johnson, Secretary of the California Health and Human Services Agency, emphasized the importance of these investments.

The Department of Housing and Community Development will manage up to $2 billion in Proposition 1 funds. These funds will build permanent supportive housing for veterans and others at risk of homelessness. This is a generational investment in California’s behavioral health future, according to Michelle Baass, director of the state Department of Health Care Services.
