Two young men allegedly tied to ISIS tried to detonate explosives outside Gracie Mansion in a plot prosecutors say aimed to outdo the Boston Marathon bombing. The Department of Justice says Emir Balat and Ibrahim Kayumi intended to detonate two explosive devices during a protest outside the mayoral residence. That claim, made by a senior Justice Department official, underscores how dangerous this attempt was on its face.
According to investigators, Balat threw an explosive device toward protesters and then picked up a second device he appeared to ignite and drop near NYPD officers.
