Europe Assumes NATO Command, Allies Accelerate Defense Spending

The big shift is simple: America is no longer the automatic battlefield manager for Europe, and allies are being pushed to lead regional planning, command and capability building while the U.S. keeps the strategic levers. That change was accelerated by the Iran crisis and now shows up in NATO command moves, troop posture shifts and the tough math of shells, ships and air defenses Europe must still produce.

For decades the implicit bargain was that the United States would not only show up for a major European war but would also organize it—providing top commanders, logistics, airpower, satellites and the nuclear umbrella. That American machine made NATO function when things went real, letting European capitals focus on manpower and geography while Washington supplied the orchestration.

That bargain is being rewritten. The U.S. national strategy now prioritizes other theaters first, and Europe is being asked to take on more of the immediate planning and operational load. The result is not merely new talking points but a concrete rearrangement of who runs the campaigns and who fields the critical capabilities.

NATO’s command map is the clearest proof. Allies agreed to put Europeans in charge of all three major Joint Force Commands for the first time: Norfolk, Naples and Brunssum. That means Britain, Italy, Germany and Poland are taking on operational leadership roles that Americans once dominated.

Those headquarters are the linchpins between political choices and battlefield execution. If Russia pressures the Baltics, if the Mediterranean flares, or if reinforcements must cross the Atlantic, these commands decide priorities: where to send forces, what to hold, and how to mesh land, air, sea, cyber and logistics in real time.

Brunssum sits on the Eastern Flank and covers the Baltics, Poland and the Suwałki Gap—precisely where risk to NATO is highest. Putting Germany and Poland at the center of that command pulls Poland from frontline ally to operational core, and signals a new division of labor inside NATO.

Naples covers the southern theater, from the Mediterranean to North Africa and the Middle East. Italy’s elevation reflects how crises in the Gulf and Red Sea can ripple into Europe through shipping, energy costs and migration, creating military demands that can no longer be dismissed as peripheral.

Norfolk protects the transatlantic reinforcement routes and the High North, linking North America with Europe and the Arctic. The U.S. is not walking away from NATO. Washington still retains SACEUR and the commands that integrate joint capabilities, keeping the key levers of sustainment, escalation and strategic decision-making. But Europe is being asked to shoulder the regional fight and to produce the day-to-day tools of war.

That push is more than personnel swaps. Exercises line up with the new reality. Steadfast Dart, Amber Shock and Cold Response tested rapid reinforcement to the Eastern Flank, the Suwałki Gap and the High North, respectively. These are drills designed to answer the question the U.S. no longer guarantees: can Europe move and sustain forces where it matters most?

Capability shortfalls are stark. Air and missile defense projects are under way, but meaningful depth will take years. There is another risk beyond hardware: fragmentation. Europe can spend more and still fail if money buys 27 national arsenals that do not operate together. Collaborative procurement must replace isolated buying if the continent is to convert budgets into a usable, interoperable war machine.

In practical terms, the Trump NATO reset has moved from slogan to structure. The choice for allies is straightforward: build a unified military output or accept a thinner American margin of commitment.
