Fairfax County’s top prosecutor is now staring down a challenge from inside his own party, and the fight is shaping up around crime, credibility, and how serious cases have been handled. Former federal prosecutor Brittany Dunn-Pirio says the office under Stephen Descano has drifted far enough that she decided to run against him, not for him.
The race is getting attention because it puts a sitting Democrat on defense over allegations of soft treatment in violent and high-profile cases. Descano, who has been tied by critics to national progressive donor networks, has drawn fire from opponents who say his office has been too willing to cut deals and too slow to put victims first.
Dunn-Pirio did not soften her words when describing why she entered the race. “If this office were doing its job, I wouldn’t be running against it. I’d be applying to work for it. But it isn’t,” she said on her campaign website after news of her bid surfaced.
She has framed the contest as a sharp but internal Democratic fight over competence, not ideology. “I’m a Democrat. This race isn’t about whether reform was right. It’s about whether the office can tell the difference between a first-time nonviolent offender who deserves a second chance and a violent or sexual offender who doesn’t,” Dunn-Pirio said.
That argument lands in a county where crime policy has become a political litmus test. Dunn-Pirio also said the basics matter, including whether deadlines are met, whether evidence is properly shared, and whether victims are kept in the loop instead of left hanging.
One case in particular has intensified the scrutiny. Abdul Jalloh, an illegal immigrant from Sierra Leone, was charged with murdering Stephanie Minter after, critics say, moving through the system despite a string of prior arrests and then killing her at a bus stop in Hybla Valley.
Descano has pushed back on the claim that his office simply let Jalloh slip away, telling Congress that prosecutors secured convictions against him “wherever possible.” His side has argued that the office is pursuing reform while still maintaining public safety, and that Fairfax County remains a well-run jurisdiction under his watch.
“Steve Descano has spent his tenure proving that you can reform the justice system and keep our community safe at the same time,” his campaign spokesman Nathan Kiker said. “Today, Fairfax County is recognized as the safest large county in the nation because Steve focused on accountability and the root causes of crime rather than failed policies of the past. We are proud to put that record before the voters.”
Dunn-Pirio, though, has pointed to what she sees as a pattern, not a one-off mistake. She has cited botched sexual assault cases, prosecutors who allegedly failed to meet with victims, and a system that too often seems to work better for the connected than for regular residents.
Her campaign site is already using a carousel of examples that have stirred public anger, including a repeat offender with a long arrest history accused of burglarizing a church. The message is blunt: the office should not be treating serious crime like a paperwork problem.
Dunn-Pirio’s background gives the challenge some extra weight. She worked as a prosecutor in Frederick County, served as a federal prosecutor in Kentucky, handled COVID relief fraud and public corruption cases, and later resigned from the Justice Department in 2025.
“I couldn’t stomach propping up a system that gave pardons to the well-connected while prosecuting average Americans for the same conduct,” she said, according to a release. She also said Descano’s office has spent too much time “failing the people I care about.”
She is also trying to make clear that this is not a conservative takeover bid. Dunn-Pirio has described herself as a “cradle Democrat,” saying she volunteered for Al Gore as a child, helped lead College Democrats at Notre Dame, and stayed active in local party politics for years.
That matters in Fairfax, where Democrats control nearly every lever of local power. Republicans hold only one seat on the county Board of Supervisors, which means the real contest is taking place inside the dominant party long before voters reach the general election.
Her challenge to Descano will first play out in the Democratic nomination fight ahead of the 2027 election. For now, the race is being shaped by one simple, uncomfortable question for the incumbent: whether the office has become too focused on theory and not focused enough on the people living with the consequences.
