The government is finally taking the fast-growing risks of artificial intelligence seriously, especially when it comes to cyberattacks that scale at machine speed. Senior officials in the White House are reportedly weighing an executive order to evaluate AI systems the way we evaluate drugs and food. That comparison is blunt: new technology that affects public safety deserves scrutiny, but the goal must be clear rules that defend the nation while letting American businesses compete. Republicans should back strong, sensible oversight that favors security and market dynamism over heavy-handed federal micromanagement.
AI introduces several distinct cybersecurity problems. Some attacks target networks and software directly using AI-driven methods, while others aim at the AI systems themselves, tricking chatbots or voice bots into giving sensitive answers. Add AI-assisted phishing and deepfake campaigns, and the potential damage spans finance, privacy, intellectual property, and critical national infrastructure.
The security industry has been vocal about the scale of the threat. “We’re seeing an explosion of new threat actors that may not have all the superior skills to figure this out, but they can use generative AI to advance their attacks very quickly and to make them scalable. There’s going to be a greater proliferation of adversaries than we’ve ever seen. And that is just going to grow, probably exponentially.”
Government reports and private research have flagged that frontier models are automating complex, multistep cyberattacks at “machine speed.” What used to require skilled human teams is now doable in minutes or hours, and often at a fraction of the cost. When AI starts routinely matching or outpacing cybersecurity experts, the defenders need better tools and a faster way to share what works.
Recent disclosures from model developers and security vendors show a worrying pattern: advanced models can surface vulnerabilities in systems once thought hardened, and new malware strains are combining AI-driven obfuscation with conventional delivery methods. These hybrid threats slip past static defenses and turn routine defenses into brittle, reactive systems. The pace of invention demands a machine-readable, shared resource for threat intelligence.
We already have models for this kind of shared defense. Computer virus databases and national vulnerability feeds have helped defenders coordinate for decades, and initiatives like the Open Worldwide Application Security Project AI Top 10 are a useful start. But today’s fast-moving AI threats need more: timely, technical, and machine-actionable data that vendors and agencies can consume automatically.
Congress should not attempt to micromanage technical metrics or write the fine details of cybersecurity tests. Lawmakers are right to leave implementation to experts. What they must do is give a trusted agency the statutory authority and resources to deploy and enforce a national framework that keeps pace with adversaries—and to do so with clear limits that avoid overreach.
NIST is the natural place to host and run a centralized AI cybersecurity threat database and to coordinate technical standards across the federal government. It already maintains the National Vulnerability Database and publishes guidance under the Secure Software Development Framework. What is missing is teeth: enforceable authority to require threat reporting and to coordinate remedies, coupled with strong privacy and competition safeguards.
The private sector should remain the primary producer of threat intelligence, but agencies must have the power to centralize, standardize, and distribute that data quickly. A national, machine-readable feed would let vendors push signatures, mitigation patterns, and test cases into a shared stream, so defenders across public and private networks can update defenses without delay.
A sensible Republican approach favors rapid, narrowly tailored action: empower NIST to operate a centralized threat database, mandate timely information sharing from vendors, and require minimum enforcement tools while protecting innovation and civil liberties. This kind of framework secures citizens and companies and preserves the U.S. edge in AI development, instead of ceding ground to foreign adversaries who have no trouble weaponizing new technology.
Policymakers should move now to define statutory authority, build interoperable data standards, and create incentives for private-sector participation. That way, the nation can harden its cyber defenses, keep innovation alive, and prevent AI from becoming a fast, cheap, and unstoppable vector for damage.
