The House voted down an amendment to strip funding from the National Endowment for Democracy, and the result exposed a split within the GOP. A sizable group of Republicans sided with Democrats to keep financing a program many conservatives now call politicized. The amendment to remove $315 billion earmarked for State Department democracy programs, including NED, failed by a wide margin. The roll call was stark: 127 Republicans backed the cut, while 81 Republicans joined every Democrat in voting to preserve the funding. To conservatives, the tally felt like proof that too many in Washington are content to bankroll institutions that have drifted from their original purpose.
Rep. Eli Crane led the effort to defund NED, arguing the nonprofit has strayed into partisan activity and censorship. “Although its name suggests a force for good, its mission has drifted far from its Cold War origins. This is a classic tactic of the swamp, where bad policy and corruption hide behind a noble title,” he said on the House floor before the vote. “We’ve learned that this organization has engaged in global censorship, domestic propaganda, and regime change politics,” Crane added.
After the vote, Crane said on X, “Tonight, the Uniparty rejected my amendment to defund NED,” Crane on X after the vote concluded. “[Eighty-one] ‘republicans’ voted with democrats to fund this rogue organization that fuels global censorship and domestic propaganda.” Those words landed hard in conservative circles and are being used as proof that a Uniparty instinct still runs deep in Congress.
Sen. Mike Lee also publicly called for defunding NED, warning Congress not to act like the world’s ATM. “Congress shouldn’t be giving $315 million to the National Endowment for Democracy. We are not the world’s ATM,” Lee on X Monday. His view echoes a growing conservative complaint that taxpayer dollars should not bankroll groups accused of picking political winners abroad or silencing dissent at home.
Critics point to specific examples to back their case, such as NED’s 2020 funding of the Global Disinformation Index, which labeled several conservative outlets as risky and reportedly shared those assessments with advertisers. That episode has been used to argue the nonprofit’s programs helped enable campaigns that hurt conservative media financially. For many conservatives, that crosses a line from democracy promotion into partisan interference.
The White House had earlier recommended defunding NED, citing concerns about partisan targeting and blacklist-style behavior toward conservatives. That recommendation added fuel to Republican critiques and prompted allies outside government, including some high-profile tech figures, to call for cuts as well. Still, other lawmakers say the program’s international work has neutral, important elements that should not be dismissed outright.
Democrats defended NED on the House floor by pointing to foreign missions where its programs are credited with documenting abuses or strengthening rule of law. “In Ukraine, democracy programs helped document Russian war crimes against women and children. In the Democratic Republic of the Congo, they fight corruption and strengthen the rule of law. In Pakistan, they promote religious tolerance and protect minority communities,” Rep. Lois Frankel said during debate. For them, these efforts are prevention, not charity.
With Crane’s amendment defeated, the spending package that includes full NED funding moves to the Senate and could reach the president’s desk. If it becomes law, conservatives will be left to decide whether to press the issue further or focus on other fights. The split vote will likely be a rallying point for activists demanding that future funding come with clearer guardrails and oversight.

There was an article in the past that read, Communist Democrats will run as Republicans to gain votes and once in, they’ll betray the American Citizens.
