Chinese Spies Arrested in California and Guam Amid Rising Espionage Fears

The United States is ramping up efforts to combat the growing threat of espionage linked to the People’s Republic of China (PRC) and the Chinese Communist Party (CCP). Recent arrests in California and Guam have shed light on covert operations aimed at influencing U.S. politics and compromising national security.

In California, federal authorities arrested a 64-year-old man accused of acting as an unregistered agent for the PRC. According to the Department of Justice (DOJ), the suspect served as a campaign manager for a southern California city council candidate elected in 2022.

The DOJ alleges that the man conspired with Chinese government officials to sway local politicians, particularly on issues related to Taiwan, and participated in targeting “anti-China forces” within the U.S. The investigation also revealed links to another PRC operative who was sentenced to prison last month for similar activities, including bribing an IRS official.

This case uncovered broader PRC efforts in Los Angeles, including attempts to target members of the Shen Yun Performing Arts Center, known for promoting traditional Chinese culture and opposing CCP policies.

Thousands of miles away in Guam, a U.S. territory and critical military hub in the Indo-Pacific, authorities arrested seven Chinese nationals for illegal entry. These arrests occurred near sensitive locations, including military bases, during a period of heightened security due to a historic missile defense operation.

The arrests took place on December 10 and 11. According to Guam Customs and Quarantine Agency officials, the individuals entered the island illegally via a vessel originating from Saipan in the Commonwealth of the Northern Mariana Islands (CNMI).

Among those apprehended were two women detained on December 10 and four men taken into custody the following day near Tanguisson Beach and a U.S. military base. These arrests coincided with a significant missile defense test conducted by the U.S. Missile Defense Agency (MDA) at Guam’s Andersen Air Force Base.

Guam serves as a vital outpost for the U.S. military in the Indo-Pacific, hosting key defense operations to deter adversaries and protect regional stability. Rear Adm. Greg Huffman, Commander of Joint Task Force-Micronesia, emphasized the importance of Guam’s strategic role in countering evolving threats.

The Missile Defense Agency’s successful live ballistic missile interception test from Andersen Air Force Base marked a milestone in joint tracking and air defense capabilities. Lt. Gen. Heath Collins, MDA Director, described the operation as crucial for enhancing integrated air and missile defense systems across the region.

These developments underscore the increasing significance of Guam in U.S. efforts to maintain a free and open Indo-Pacific.

Guam Customs and Quarantine Agency has apprehended 152 PRC nationals for illegal entry since 2022. Many of these cases are tied to smuggling operations or unauthorized immigration, raising concerns about security breaches near military installations.

Illegal border crossings and related activities in the CNMI, including birth tourism schemes, have also drawn congressional attention. In addition, a recent report highlighted that over 176,000 Chinese nationals have entered the U.S. illegally during the Biden administration—the highest number in history.

Lawmakers and security experts argue that these incidents highlight vulnerabilities in U.S. border security, particularly in regions with significant military presence.

The arrests in California and Guam are part of a broader pattern of PRC-linked operations targeting the U.S. From influencing local politics to attempting to breach military zones, these activities reflect a growing geopolitical rivalry between the two nations.

Republicans have been quick to criticize the Biden administration’s handling of national security, arguing that lax policies have allowed espionage activities to flourish.

Social media posts and political commentators have amplified concerns about the arrests, with some pointing to the timing of the Guam incidents during sensitive missile defense tests as particularly troubling.

“Guam authorities arrested 7 Chinese nationals for illegal entry during recent U.S. missile tests. Four of them were near military bases. When are we going to quit pretending China isn’t a threat?” wrote one user on X.

In light of these developments, Guam Customs and Quarantine Agency has urged the public to remain alert and report any suspicious activity. This call for vigilance is echoed by national security experts, who warn that PRC efforts to infiltrate U.S. systems could have far-reaching consequences.

The cases in California and Guam serve as stark reminders of the escalating espionage battle between the U.S. and China. As tensions between the two nations continue to rise, these incidents highlight the urgent need for robust counter-espionage measures and heightened security across critical regions.
