Texas H-1B Fraud Threatens American Workers, Enforce Immigration Law

Sara Gonzales investigates an apparent H-1B visa scheme tied to businesses in Allen, Texas, where empty facilities and surprising government filings raise red flags. Her on-the-ground reporting, interviews with a whistleblower, and a direct confrontation with the alleged owner outline a case that Sara says she will forward to federal authorities.

The story begins in Allen at two neighboring operations: a daycare called Allen Infant Care Center and an autism therapy clinic named DFW ABA Center. Both are registered to Golden Qi Holdings LLC, and yet when Sara visited, the facilities looked inactive and deserted. That contrast between visible inactivity and official paperwork prompted deeper digging into government filings.

Public records show these businesses have been connected to a large number of H-1B sponsorships and labor condition applications despite the lack of obvious local operations. Sara highlights the mismatch in job titles and the nature of the businesses, calling attention to roles like market research analysts and supply chain analysts listed on LCAs for a daycare. “The thing that is so curious about this one, when you go digging in the data and the LCAs, is that you wouldn’t think that a day-care center would need market research analysts or supply chain analysts,” says Sara, “and yet this company actually told the United States government that they needed foreign workers to fill those jobs.”

On camera, Sara follows leads and narrates what she finds, bringing viewers into a scene that feels less like legitimate childcare work and more like paperwork on paper. The investigation includes conversations with locals, searches of public directories, and examination of loan and bankruptcy filings tied to the businesses. The discrepancies start to add up and point to a pattern that deserves scrutiny.

During the investigation, a whistleblower came forward with specific allegations about how the visa sponsorships were handled. The source said a man named Yao allegedly ran a pay-to-play arrangement, moving visas to people willing to pay for sponsorship. “I know that he has sponsored people with visas, and then he gets them to work for him for next to nothing,” the whistleblower said, claiming recipients are able to pay sizeable sums to secure those visas.

The whistleblower described a setup in which sponsors from abroad finance newcomers’ living costs while they work locally for minimal wages. “Someone’s paying their rent, paying their car payments and all of that stuff, because when they’re working here, they’re not earning enough to make rent. So the arrangement is made in China. … Once they get here, he either puts them to work for cheap, or they set about trying to find work where someone will genuinely sponsor them,” the whistleblower continued, adding that many of the beneficiaries are young, educated women who arrived on student visas.

Allegations also reach into apparent misuse of relief funds and benefits. The whistleblower pointed to large PPP loan amounts and other assistance for childcare centers as evidence of claiming government help that never flowed into local operations. “What turned me was seeing how much — I’m talking hundreds of thousands of dollars — for PPP loans. … Then there was another handout from Texas Workforce Commission for child care centers,” the whistleblower continues, arguing that those funds were not applied to the centers’ services.

Sara sought answers directly from Mr. Yao and captured the encounter on video. He was confronted in person and asked about the visa sponsorships, company records, and how funds were used. After an awkward exchange, Yao declined to provide details and said his attorney would respond, leaving many questions unsettled on camera.

Additional document searches turned up a string of concerning items: PPP loans in multiple rounds, a 2022 bankruptcy filing, and employee listings tied to other cities like Los Angeles. “I’m not sure what someone living in L.A. could actually do for a day-care center, but I’d like to find out,” Sara notes while pointing out the odd geography on public records.

She also flagged an LCA that aligns with a classroom role, raising the simple question of why a kindergarten teacher would need to be imported if local teachers are available. “Interestingly enough, there was one LCA that was filed that, I guess, would fit the vibe of this place for a kindergarten teacher, but then the obvious question becomes: Why would you need to import a foreign kindergarten teacher? You can’t find any here?” she asks.

Sara says she will pass the materials she collected to federal agencies for review, noting that the pattern of filings, empty properties, and payments deserves investigation. “We’re going to get you,” she warned Mr. Yao as he drove away, a moment captured at the close of her on-the-street reporting.
