House Speaker Mike Johnson (R-LA) is setting his sights on what he considers excessive government spending, proposing significant cuts to organizations like Planned Parenthood and PBS. In a Wednesday appearance on Fox News’s The Story with Martha MacCallum, Johnson outlined his vision for reducing federal expenditures under a potential second Trump administration, emphasizing the need for legislative collaboration and executive action.
Johnson expressed his desire to eliminate taxpayer funding for Planned Parenthood and PBS, contingent on Congress’s ability to “build consensus to have the votes to do that.” He noted that while some actions could be implemented through executive orders, others would require legislative groundwork.
“This is part of preparing the playbook to unleash and unroll in January,” Johnson explained, referring to the anticipated Republican agenda.
Planned Parenthood and PBS have long been targets of conservative lawmakers aiming to reduce funding for organizations they believe promote progressive agendas. Planned Parenthood, in particular, has drawn criticism for its reliance on taxpayer dollars to support its operations, including abortion services.
Johnson also highlighted the creation of the Department of Government Efficiency (DOGE), a new initiative aimed at cutting federal overspending. The department will be led by entrepreneur Elon Musk and presidential candidate Vivek Ramaswamy, two prominent figures known for their focus on innovation and efficiency.
In a recent Wall Street Journal op-ed, Musk and Ramaswamy detailed their plans to target $500 billion in annual federal expenditures they claim are unauthorized or misused, including funds allocated to Planned Parenthood, PBS, and international grants.
“DOGE will help end federal overspending,” the op-ed stated, listing priorities such as eliminating $535 million annually for the Corporation for Public Broadcasting and nearly $700 million directed to Planned Parenthood.
Planned Parenthood’s 2023 annual report revealed that taxpayer funding accounts for 34% of its revenue, amounting to $699.3 million through government grants, contracts, and Medicaid reimbursements. This marks a 43% increase since 2010, according to the Charlotte Lozier Institute, a pro-life research organization.
The report also showed Planned Parenthood’s private contributions reached $997.5 million, a 44% increase from the previous year. Overall, the organization reported $2.1 billion in income and $2.5 billion in net assets.
However, critics argue that Planned Parenthood’s growing revenue coincides with a sharp focus on abortion services. The organization performed 392,716 abortions in the 2021-2022 fiscal year, a 20% increase over the past decade. Meanwhile, other services, including prenatal care and adoption referrals, accounted for less than 3% of its pregnancy-related services.
Another contentious issue is the rising compensation of Planned Parenthood executives. According to the American Life League’s STOPP International 2023 Report, total compensation for Planned Parenthood affiliate CEOs rose from $13.3 million in 2015 to $16.8 million in 2020, a 26.3% increase. The average CEO salary climbed from $237,999 to $317,564 during the same period.
Conservatives argue that such financial gains contrast sharply with the organization’s reliance on taxpayer funding, fueling calls to redirect federal dollars to other areas.
PBS, which receives federal funding through the Corporation for Public Broadcasting (CPB), has also been identified as a target. Critics argue that taxpayer dollars should not support programming that could survive through private funding. CPB currently receives $535 million annually, a figure Johnson and his allies believe could be cut without compromising essential services.
Johnson’s proposals are likely to face fierce opposition from Democrats and advocacy groups who view Planned Parenthood and PBS as vital institutions. They argue that cutting funding would disproportionately harm underserved communities that rely on public broadcasting and healthcare services provided by organizations like Planned Parenthood.
Nevertheless, Johnson remains confident that a combination of executive authority and legislative efforts could bring these cuts to fruition. “Here we have, what I think, is a generational opportunity to make real transformational change to the administrative state,” he said.
As the new Republican House agenda unfolds, the battle over federal funding for these organizations is poised to become a flashpoint in the broader debate about government spending and priorities.
