Page 133 of the bill draft raises concerns about the Morgan Island rhesus macaque breeding colony, highlighting its support by the National Institute of Allergy and Infectious Diseases (NIAID).

The more than 3,000 rhesus monkeys owned by NIAID on the island are considered invasive and pose health risks. The bill commends NIH’s efforts to prioritize human-focused research while urging the agency to evaluate the necessity of breeding primates on the island. This assessment is required in NIH’s fiscal year congressional justification.

In 2024, the number of monkeys confined on the island exceeded 3,700, according to WCW’s analysis, marking a ten-year high.
