In November, over 60% of voters in Oakland, California, decided to remove their Democratic mayor, Sheng Thao, from office. This decision came amidst a recall campaign that accused Thao of “incompetence and dishonesty,” which allegedly contributed to Oakland’s decline, forcing long-standing businesses to close and generational families to leave. According to the San Francisco Chronicle, Thao was criminally indicted on Thursday by a federal jury following an extensive FBI corruption investigation. Her boyfriend, Andre Jones, was also indicted.

The FBI conducted a raid on Thao’s home in June, seizing her phone and Jones’ phone. They also searched three properties linked to the Duong family, who are associated with the city’s curbside recycling contract through their California Waste Solutions Firm. A spokesman for the waste company stated that California Waste Solutions “understands that it has not been charged and is confident that it has not engaged in any wrongdoing relating to Ms. Thao or anyone else.”

The Oakland Public Ethics Commission raised concerns in 2020 regarding the owners of California Waste Solutions. They alleged that David Duong and his son, Andy Duong, illegally laundered campaign contributions to Thao, who was then a Councilwoman, and several of her peers. Despite the raid, Thao claimed that the investigation was “not about” her.

While authorities are expected to provide more details about the charges and their findings, the Chronicle highlighted a possible connection to Evolutionary Homes. This initiative aimed to build container homes for the homeless, involving the Duongs and Mario Juarez, an individual accused of legal violations during Thao’s 2022 re-election campaign. The city released numerous documents related to the investigation to the Chronicle shortly after Thao’s removal. These documents revealed that Evolutionary Homes requested $90 million from Oakland City Hall to construct 300 shipping container homes. Representatives from the initiative allegedly suggested potential funding sources from Oakland’s emergency funds, possibly including federal sources, to support their expensive project. Reports suggest Thao actively tried to assist the shipping container venture with its plans.

Renia Webb, Thao’s former chief of staff, shared with KGO-TV, “I was informed there was pay-to-play behavior going on, that there was corrupt behavior going on in that administration.” Webb expressed her disappointment, adding, “I’m honestly sad about Sheng. Again, she’s a mom. She’s very bright and smart. She just made really foolish decisions. She has to deal with the consequences of her actions.”

Sheng Thao’s response to the unfolding events included attempts to portray herself as a victim, suggesting that “radical right-wing forces” were to blame for her downfall. However, this narrative did not resonate with many voters who had already expressed their dissatisfaction through the recall election. The investigation into Thao and her alleged involvement in corrupt activities has been ongoing, with federal authorities taking a keen interest in uncovering the truth behind the accusations.

The Duong family’s involvement with the city’s curbside recycling contract has also drawn significant attention. Their business, California Waste Solutions, maintains that they have not been involved in any illegal activities related to Thao. Despite these assertions, the connection between Thao, the Duongs, and the Evolutionary Homes project remains a focal point of the investigation.

The investigation has also raised questions about the integrity of campaign financing in Oakland. The allegations of illegal contributions from the Duongs to Thao and other council members have prompted calls for greater transparency and accountability in political campaigns. This situation underscores the ongoing challenges cities face in ensuring fair and honest electoral processes.

As the investigation continues, Oakland residents and observers are awaiting further details from federal authorities regarding the charges and evidence against Thao and her associates. The case highlights the complexities of political corruption investigations and the impact such cases can have on the public’s trust in their elected officials.

Thao’s legal troubles have also sparked discussions about the broader implications for Oakland’s political landscape. Her removal from office and subsequent indictment have created a power vacuum and raised questions about the future leadership of the city. These developments may influence upcoming elections and the priorities of those seeking to lead Oakland in the future.

The investigation’s findings may also have repercussions for other cities grappling with similar issues of corruption and governance. Oakland’s experience serves as a reminder of the importance of maintaining ethical standards and accountability in public office.

While the charges against Thao and her boyfriend are yet to be fully detailed, the situation remains a significant topic of interest and concern for Oakland residents. As the legal process unfolds, the community will be watching closely to see how these events shape the city’s future direction.

In the meantime, city officials and residents are left to navigate the challenges of rebuilding trust and ensuring effective governance in the wake of these revelations. The case underscores the critical role of transparency and accountability in maintaining the integrity of local government and serving the best interests of the community.
