Velasquez says the situation has dragged on for months, with strangers using the unit without paying rent and with no real accountability in sight. She described the city as a place where basic property rights seem to vanish the moment an unauthorized occupant settles in, and where getting help feels like pushing a boulder uphill.

According to Velasquez, the basement space has become far more than just an unwanted occupancy problem. She says the unit is hidden behind a rough barricade and has been treated like a hangout spot for drug activity, with people coming and going at all hours, fights breaking out, and a foul chemical smell drifting through the building.

Photos and videos she shared reportedly show a filthy apartment scattered with needles, drug pipes, Narcan, fentanyl test strips, a machete, and guns. Velasquez says none of this looks like a misunderstanding or a harmless stay, and she argues the people inside are trespassers, not tenants, guests, or anyone with permission to be there.

The fight has landed in D.C. Superior Court, where the question is now tangled up in local rules about occupancy and eviction. Court records indicate Velasquez discovered other people had moved in after the previous tenant said he had left, while one of the men later claimed he had a key from that tenant.

That claim did not erase the lease terms, which barred unauthorized occupants, subletting, and drug-related criminal activity. Even so, the legal process has moved slowly, and the building owner says that delay has only made the problem worse as more people walked away from the unit and safety concerns kept growing.

Police records add another layer to the mess. A Metropolitan Police Department report from late June said one occupant had established residency by living with a tenant on the lease, which meant officers treated it as a landlord-tenant dispute instead of a simple removal case.

That distinction matters in D.C., where property owners generally cannot just force someone out on their own. Evictions are handled through court, and occupants are given a chance to challenge the landlord’s claims before the process can move forward, which can stretch the conflict out for months.

For Velasquez, that legal structure feels upside down. She says the property is not a business, the men are not invited, and every day the dispute lingers she is stuck absorbing the cost, the stress, and the risk while still paying city taxes and dealing with cleanup-related penalties.

The strain has spilled into her daily life, too. Velasquez says she now goes to the building constantly because she has not received enough help from police and neighbors are tired of the disruption, while confrontations at the property have turned physical more than once.

Neighbors say the situation has shaken the entire block, not just the owner. One nearby resident said the city talks a lot about protecting people, but the reality on the ground tells a very different story when squatters can remain in place and make life harder for everyone else.

The larger issue is now sitting in plain view: a system that leaves owners waiting while bills stack up and tempers flare. City officials have said officers can investigate crimes and respond to calls, but once someone is considered to have established residency, the path to removal shifts into court and away from immediate police action.

That has fueled a broader backlash over how D.C. handles unauthorized occupancy, especially when owners say they are the ones stuck carrying the burden. Velasquez says the fallout has become a warning sign for small landlords, who can be pushed to the edge by legal delays, property damage, and the feeling that nobody is really in charge.

Her frustration has only sharpened as the case drags on and the same names keep circling back to the property. The basement unit remains at the center of the fight, but the real damage is spreading outward, through the building, the street, and the uneasy sense that simple ownership no longer guarantees control.
