President-elect Donald Trump has announced the establishment of a new federal agency, the External Revenue Service (ERS), dedicated to collecting tariffs, duties, and revenues from foreign sources. This initiative aims to alleviate the tax burden on American citizens by shifting it to foreign entities that benefit from trade with the United States.

Trump articulated his vision on Truth Social, stating, “For far too long, we have relied on taxing our Great People using the Internal Revenue Service (IRS)… It is time for that to change.” He emphasized that the ERS would ensure that foreign traders “start paying, FINALLY, their fair share.”

The proposed ERS is set to commence operations on January 20, coinciding with Trump’s inauguration. Its primary function will be to implement and enforce new import tariffs, including a universal 10% on global imports, 25% on goods from Canada and Mexico, and up to 60% on Chinese products. These measures are designed to rectify what Trump describes as “soft and pathetically weak Trade agreements” that have disadvantaged the American economy.

Critics, however, express concerns about the potential economic repercussions of such tariffs. Senator Ron Wyden, a Democrat on the Senate Finance Committee, contends that the proposal equates to a “multi-trillion-dollar tax hike on American families and small businesses.” Economists warn that increased tariffs could disrupt trade flows, elevate consumer costs, and provoke retaliatory actions against U.S. exports.

The operational framework of the ERS remains under development. Currently, U.S. Customs and Border Protection (CBP) oversees the collection of tariffs and duties, while the IRS manages tax collection. The integration of the ERS into existing structures, or its establishment as a standalone entity, has yet to be clarified. Notably, Trump ally Steve Bannon has suggested that the ERS should be established under the Treasury Department to alleviate the burden on the IRS.

Supporters of the initiative argue that it represents a strategic shift towards reducing domestic tax reliance. Economist EJ Antoni of the Heritage Foundation remarked, “Anything that gets us away from income taxes and towards tariffs is a great idea.” This perspective aligns with Trump’s broader economic agenda to prioritize American interests and recalibrate international trade dynamics.

The establishment of the ERS underscores a significant policy direction aimed at restructuring the United States’ approach to international trade and taxation. By imposing tariffs on foreign imports, the administration seeks to generate revenue from external sources, thereby potentially reducing the tax burden on American citizens. This approach reflects a commitment to ensuring that foreign entities engaging in trade with the U.S. contribute equitably to the nation’s economy.

As the ERS prepares to commence operations, its implementation will require careful coordination with existing agencies to ensure efficiency and effectiveness. The administration’s focus on streamlining government operations, as evidenced by the establishment of the Department of Government Efficiency (DOGE) led by Elon Musk and Vivek Ramaswamy, suggests a concerted effort to optimize federal functions.

The creation of the External Revenue Service represents a pivotal move in the Trump administration’s strategy to reform trade policies and taxation. By targeting foreign sources for revenue collection, the ERS aims to alleviate the financial burden on American taxpayers, promote fair trade practices, and reinforce the nation’s economic sovereignty.
