The Trump administration is putting Texas at the center of a new push to harden water systems against cyber threats, pairing federal agencies, state leaders, and major tech firms in a six-month test run. The effort is designed to expose weak spots, tighten defenses, and build a model that can be rolled out beyond Texas if it works.
Called Project Watershed 250, the program is set to launch Monday and leans heavily on American-made AI and cybersecurity tools. The goal is simple enough: protect drinking water from hackers before a crisis hits, not after. Officials say the pilot reflects a broader push to defend critical infrastructure with faster, smarter tools that can keep up with modern threats.
National Cyber Director Sean Cairncross said the initiative fits with President Trump’s focus on families, communities, and national security. He said the administration is bringing advanced AI security into local utilities and making those capabilities available in Texas first, with an eye toward wider use later. The pitch is that local systems should not be left to fend for themselves against well-funded adversaries.
The Texas pilot brings together federal, state, and private-sector players in a coordinated test of water utility defenses. Instead of waiting for criminals to find the opening, the program will actively probe networks for weaknesses and then help close those gaps. It is also meant to show whether that kind of teamwork can scale cleanly across the country.
A White House official said the effort will connect Texas water utilities with U.S. cybersecurity companies that can assess existing protections and strengthen vulnerable systems. The work will rely on red-teaming, a method that simulates attacks to reveal what hackers might exploit. That kind of stress test can be uncomfortable, but it is often where the real problems surface.
Dragos CEO Robert Lee said water infrastructure faces real, documented threats, especially at smaller utilities that may not have the resources to build strong defenses on their own. He argued that Watershed 250 can bring technology, training, and support to those sites before an attacker gets there first. That matters because small systems often carry the same stakes as larger ones but with far less room for error.
Texas Gov. Greg Abbott praised the program and said clean, reliable drinking water sits near the top of the list of what matters to Texans. He said the White House, Texas Cyber Command, and industry are now working from the same playbook, with federal, state, and private-sector defenses aligned around the same target. That kind of coordination has been missing in too many critical infrastructure fights.
Officials also stressed that the pilot was not launched as a reaction to recent attacks on Minnesota water systems, though those incidents made the risks harder to ignore. A White House official said the program had been in the works since last year, while the Minnesota breaches showed why modernization cannot wait. The message was clear: the warning signs were already there.
The Environmental Protection Agency and the Cybersecurity and Infrastructure Security Agency will serve as federal partners, while Texas Cyber Command works with the White House, local governments, and companies including Microsoft, Reflection AI, Palo Alto Networks, and Dragos. Becky Sosnov of Reflection AI said the project shows how U.S.-built open-weight AI models can support utility systems without depending on outside control. Microsoft’s Chris Barry said the company is proud to back the effort with cybersecurity expertise, threat intelligence, and AI-powered security tools.
The timing is no accident. The administration is also pushing to expand U.S. data centers to support the AI boom, which puts more pressure on water and power systems that keep those facilities running. Project Watershed 250 builds on Trump’s June executive order on advanced artificial intelligence innovation and security, along with the Cyber Strategy for America released in March.
