A Baytown woman faces criminal charges after police say they found her 11-year-old autistic son locked in a small mobile home room and living in squalid conditions. Authorities arrested 41-year-old Rachel Nicole Blaylock following a welfare check in May at a Homan Street trailer. The child was removed and placed in foster care.
Police reported a strong odor of fecal matter and a swarm of flies when they entered the trailer, and the officer said the smell was “bad enough she nearly threw up.” Officers noted dried waste tracked across floors and household surfaces that had not been cleaned. That discovery prompted a deeper welfare investigation.
Investigators say the boy had been confined after he allegedly ran out of the home naked several times, and the bedroom door had been taken off and replaced with a screen so he could be watched while kept inside. The report describes a mattress the officer called “filthy” and dried fecal matter on the screen and within the room. Living conditions were described as unsanitary and neglectful.
The 11-year-old reportedly had dried fecal matter under his nails and on his face, arms, and hands, along with dried urine on his legs and signs of severe dental decay. Police said the boy weighed just 46 pounds, compared with roughly 88 pounds expected for a child his age. Those medical and hygiene concerns were central to officials’ decision to remove him.
Blaylock allegedly told officers her son struggled with bowel control and that he would sometimes toss his “poop” in his room and into the hallway, according to the report. Neighbors and family members had raised concerns about the child’s care, and a grandmother told investigators she did not think Blaylock was a good mother. Those accounts contributed to the police investigation.
The officer recorded Blaylock’s response when told her son needed medical care: “I just can’t drop everything I’m f**king doing and take him to the hospital so a quack-ass doctor can say, ‘Oh, I don’t know what’s wrong with him,’ so we can see another one,” she reportedly said. The recording is cited in the investigative file and added urgency to the case. Investigators used that exchange as part of their assessment of the child’s needs.
On Oct. 7, officers arrested Blaylock and say they found a small cylinder on her belt whose contents she insisted were her “baby daddy’s ashes.” Police say testing showed the material was crystal methamphetamine, and Blaylock was charged with injury to a child and possession of methamphetamine before being booked into the Harris County Jail. The child remains in foster care as authorities continue the investigation.
Child welfare workers and local police coordinated the response, and investigators collected evidence from the home to support their case. Court records indicate formal charges were filed and the case is moving through the county system. Officials have not released additional public details about upcoming hearings.
Baytown is a city of more than 84,000 residents on Galveston Bay about 30 miles east of downtown Houston. Local agencies said they are monitoring the child’s placement and the criminal case. The community awaits further legal action as the investigation continues.
