Gov DeSantis Rejects 9 Bills and Slashes $590M from Budget

Governor Ron DeSantis of Florida recently made headlines by vetoing nine bills passed during the latest legislative session, leaving only a few measures pending decision. Alongside these vetoes, he also axed $590 million in line items from the state’s budget. To override any of these decisions, lawmakers would need a two-thirds majority in both the House and Senate.

Among the larger budget cuts, $35.1 million designated for grants and aids to local governments aimed at energy programs was vetoed. Another significant line-item veto was $14 million intended for constructing a new hangar for the Hillsborough County Sheriff’s Office. Additionally, $11 million meant for the Conner lab facility was also removed from the budget.

The vetoes continued with $7.5 million for water and wastewater improvements in Orange County being cut. The Governor also nixed nearly $6.3 million meant for the Ocklawaha River restoration project, which included plans for a new bridge. In the education sector, a $5 million expansion project for Brevard County School District’s West Shore junior and senior high schools was vetoed.

Public broadcasting was not spared, as $4.4 million for public television stations and $1.3 million for public radio stations were also cut. Environmental efforts took a hit with a $4.3 million veto for dredging Sykes Creek in Brevard County. Healthcare infrastructure improvements were impacted too, as $3 million for the second phase of the Westchester Free Standing Emergency Department was vetoed.

Utility infrastructure upgrades faced setbacks with a $3 million veto for critical utility infrastructure generators. Plant City’s Florida Strawberry Festival building and generators lost $2.9 million in funding. Moreover, $2.8 million for Florida International University’s Transportation Efficiency program was also removed from the budget.

Florida TaxWatch, a nonprofit organization, highlighted that DeSantis vetoed 65 of the 238 appropriations listed in their annual “Budget Turkeys” report. This included $126.1 million in member project appropriations that the report suggested deserved closer scrutiny. On Tuesday, DeSantis also vetoed three House bills, namely 1445, 1095, and 1133.

House Bill 1445 proposed a requirement for members of the Board of Governors and the university Board of Trustees to either reside in the state or be graduates of the university. DeSantis cited the state’s Supreme Court’s consistent declaration of such requirements as unconstitutional in his veto letter. Meanwhile, House Bill 1095 aimed to create a pilot program in Hillsborough County for certain offenders on probation requiring drug and alcohol abstention, but lacked financial backing from lawmakers.

House Bill 1133 sought to change the operations of the Florida Fish and Wildlife Conservation Commission. The Governor suggested an alternative approach, akin to the Boater Freedom Act, to prevent commission officers from entering hunting properties without probable cause. Earlier, DeSantis vetoed House Bill 5015, which aimed to reduce the rate of cost increases for the state’s health insurance program for employees.

In his message regarding House Bill 5015, DeSantis noted concerns about its negative impact on state employee families’ access to prescription drugs and supplies. Though supportive of reducing cost increases, the Governor emphasized that the matter should be evaluated by all lawmakers, not just a 14-member budget panel. His actions reflect a focus on ensuring fiscal responsibility and constitutional adherence in state governance.
